Merle Kirkley has been involved in CEFPI since 1993 following a very active career in education as a parent volunteer and school board member concerned with the planning and construction of new and remodeled schools.
An active and passionate member of the Washington State Chapter, Merle was instrumental as a member of the Washington State Chapter Board in creating the research project titled, Where Children Learn, and helped sponsor part of the funding. The research findings published by CEFPI have impacted school planning everywhere. He is the past president of the Washington Conference, a past governor of the Northwest Regional Board. Merle has received numerous awards, including the distinguished Al Beck Award. He has also received the Distinguished Service Award from the Northwest Region and the International for service to the Council and to public education.

Ms. Robertson integrates experience in the fields of education and design into her work as an educational planner. As an educational planner, Ms. Robertson has assisted numerous districts in facility assessments, developing educational specifications, and district-wide master planning. While working for DeJong, Sue collaborated with district stakeholders to develop district-wide educational specifications for District of Columbia Public Schools, Dallas (Texas) Independent School District and Savannah (Georgia) Public Schools. In 2000 Sue formed Planning Alliance, an LLC that provides facility planning services for K-12, higher education, and business clients. Sue's recent projects include high school planning in Seattle, WA; Anchorage, AK; Oak Ridge, TN; New hanover County, NC; Durham County, NC; and Charleston County, NC.
Sue is also co-author of Creating Connections: the CEFPI Guide for Educational Facility Planning.
Prior to her current position as president-elect, CEFPI, Sue Robertson served as president of the Southeast region.

Mr. Sprague currently serves as Assistant Superintendent of Facilities Planning & Construction for the Cypress-Fairbanks I.S.D. located in Houston, Texas which is the fourtieth largest school district in the nation and third largest in the State of Texas. He is a registered architect and has been involved in the planning and design of educational facilities for over seventeen years as both an architect and owner's representative. Mr. Sprague has successfully completed a $264 million new construction and renovation program that was approved in 1998. He is currently managing and directing over $1.1 billion of new construction and renovations resulting from two very successful bond elections in 2001 and 2004 in the amounts of $470.5M and $713M respectively. As past president, Mr. Sprague has served 7 years on the CEFPI Southern Region Board of Directors. Prior to his recent election to President Elect, Mr. Sprague served the last two years as the Southern Region Representative on the International Board of Directors.

Robert Sands is Senior Program Manager-OCMAPS at the The Facility Group in Oklahoma City, OK.
Earlier, as Executive Director of Construction & Capital Planning for the Durham Public Schools of North Carolina, Robert was responsible for planning, organizing and implementing their capital improvement program.
Mr. Sands has previously served as senior educational director for MHTN Architects of Salt Lake City and has fifteen years experience as executive director of facilities for both Plano and Grapevine Colleyville school districts in Texas, managing over 700 million dollars of bond programs. Robert has been active in the Southern region for several years as well as in the Southwest region. Mr. Sands is a six-time recipient of the CEFPI Distinguished Service Award. Prior to his current position on the International Board, Robert also served as Southern region President and International board member.

Judy Hoskens currently serves as a senior educational facility planner and project manager at Cuningham Group's Minneapolis office. Ms. Hoskens has first-hand experience listening to and translating client goals and needs into unique building solutions. The outcome of her efforts can be seen in schools around Minnesota as well as locations throughout the US and overseas.
A Recognized Educational Facility Planner (REFP), Judy has been an active member of CEFPI. Since 2001, her duties have ranged from chair and jury member for the annual Exhibition of School Planning and Architecture to president of the Midwest/Great Lakes regional chapter. She has been chair of the jury for National School Building Week and served on the 2004 and 2005 James D. MacConnell Award juries. Judy was also part of a national team of experts in educational facility planning, smart growth and school community issues that completed a document – commissioned jointly by CEFPI and the Environmental Protection Agency in 2004 – that examines integrating state-of-the-art current and best practices of smart growth issues with effective educational facility planning principles. Of significant note, Judy was the recipient of the 2002 President's Award, which is given annually to the individual who distinguishes him/herself in service to the Council and to the field of educational facility planning.

As the senior partner of Edwards Edwards McEwen Architects, David Edwards has been actively involved in educational facility projects and planning since 1984. The scope and type of projects range from small elementary school renovations to multi-million dollar redevelopments of post secondary educational institutes. Mr. Warneke currently serves as the director of buildings and grounds for the Omaha Public Schools. Mr. Warneke's responsibilities include the areas of building maintenance, operations, environmental issues and capital improvement projects. Presently, Mr. Warneke is overseeing a successful $253 million dollar bond program requiring 23 schools to be totally renovated and modernized together with classroom additions and to construct four new schools. Mark Warneke has been an active member of the Council since 1991, and has served as regional president, chairing two regional conferences.

Kathy Christy, capital projects manager for the Northwest Arctic Borough School District in Kotzebue, Alaska, was recently elected to the board as Pacific Northwest representative, following a three-year term as at-large representative. An active Council member since 1993, Ms. Christy has held several regional offices, including Alaska governor for the Pacific Northwest region. Most recently, Christy directed the program for the CEFPI Leadership Forum during the annual international conference.

Mr. Sena has been with the district seven years in the facilities department. Responsibilities include the oversight of all buildings in the district totaling over 1.9 million square feet and 450 acres of property and 101 employees. Custodial, maintenance, grounds, capital improvements, and administration comprise the organization. Mr. Sena has direct involvement in the planning, design, and construction of new facilities and acts as liason with the City of Rio Rancho's many departments. Additionally, Mr. Sena coordinates with state and county agencies for capital outlay.
Mr. Sena has over 16 years experience and holds a Masters Degree in Architecture from the University of New Mexico. Previous employment history includes service at the University of New Mexico, Facilities Planning Department, State Department of Education, Capital Outlay Unit, (now Public Education Department and Public Schools Facilities Authority) and the Property Control Division's Architectural Bureau for the State of New Mexico's General Services Department.

Jeff Phillips is the principal consultant research and development with the Education Department of Western Australia. Responsible for facility planning policy for all Government schools in Western Australia, Jeff has developed educational and facility briefs for 12 new secondary schools and 42 secondary school renovations. Jeff has been active in contributing to research on changes in educational facility planning and has presented papers at seminars and conferences on future directions in education in Australia. In 1990, Jeff wrote the first educational brief for new secondary schools in Western Australia that moved the system from a "one-size-fits-all" design to one based upon meeting the changing educational environment.
